Tribal Bill of Rights

You own the fund. We only manage it.

Hillrock Capital exists to serve Native American Tribes and First Nations who choose to build permanent, community-owned capital. The relationship rests on one principle that never changes: the Tribes own the fund in full, and Hillrock is only the manager. The commitments below state plainly what that means, and they apply to every Tribe we serve.

1. You own 100% of the fund. Every dollar of capital and every asset in the fund belongs to the Tribes that own it. Hillrock holds no ownership stake in your capital — not a share, not a unit, not a claim on the upside beyond our agreed fee.

2. We are only the manager. Hillrock’s role is to manage the investments — and, where you engage us, to provide CFO services — on your behalf. We are a service provider you can hire and replace. We are not, and never become, an owner of the fund.

3. We are your fiduciary. We are bound, legally and ethically, to act in your best interest ahead of our own, at all times and in every decision.

4. You set the direction. The Tribes set the goals, the risk limits, the investment policy, and the spending policy. Hillrock invests only within the guardrails you establish, and brings every major matter back to you.

5. Your sovereignty is never diminished. Nothing in our relationship transfers, waives, or limits tribal sovereignty in any way. Hiring professional expertise is an exercise of sovereignty — never a surrender of it.

6. Your assets are held in your name. Fund assets are held by independent, qualified custodians in the fund’s name. They are never commingled with Hillrock’s own assets and are never ours to take.

7. You get full transparency. You receive clear, regular reporting, and you have the right to inspect the fund’s holdings, performance, records, and every fee, whenever you wish.

8. Fees are plain and complete. You see exactly what you pay and exactly what you receive for it. We earn a stated fee for our service — and no hidden compensation, kickbacks, or undisclosed interests of any kind.

9. You can replace us. You keep the right to change managers and to withdraw or move your capital according to the fund’s terms. We must earn the relationship continually; we are never entitled to it.

10. Your information is protected. We keep each Tribe’s financial information strictly confidential.

The Tribes are the owners. Hillrock is the manager. That is the whole arrangement — and the foundation of everything we do.
